How do I unlock a Palm Pre locked to Bell?

I'm going to buy a Palm Pre from my friend that's locked to Bell. Most of the sites I've tried don't seem to unlock Palm Pre's from Bell, or the sites that claim they do are most likely scammers based on customer feedback. If you know how, please provide detailed step by step instructions. Thanks!
