How do I unlock a telus 3g iPhone?

I bought my son an iPhone to use while he was touring Australia. What Telus (in Canada) didn't "telus" was that he couldn't use it in Oz because they locked it. He doesn't want to "jailbreak" it & download illegal content. He just wants to be able to use his darn iPhone!
