I bought this vegi steamer on target.com & don't know how to use it.

It doesn't seem like it would work?
It is basically a long vertical pot, with a cage inside that holds the vegetables. Their is a space between the bottom of the pot & the bottom of the cage, there is only about a 1 inch gap.
I want to steam my vegetables, I was thinking the water would boil, steam would rise through my vegi's & steam them up. But with only room to fit 1 inch worth of water, wouldn't it evaporate before it ever steams up my vegetables?
