How do T-Mobile ToGo cards work?

Are T-Mobile ToGo cards for any type of phone? I have a phone that doesn't use a plan but I buy SIM cards for it. Would a ToGo card work the same way? Or do I have to have a T-Mobile prepaid phone for it to work?
