How do you attract the right man that you're interested in?

Unrequited love sucks big time. How can we attract the right person who is exactly what we want? Why is it that sometimes, the people we aren't interested in are interested in us?
For example, my best friend likes guys that are tough and sensitive at the same time. However, she attracts the guys that are not her type. Why is that?
