How do you buy a cellphone overseas?

Yes this question is kind of redundant but im not getting a straight answer.
Im planning on buying the Sony Ericsson C905 in the Philippines and im going to use it here in Canada.
So far, i've heard of purchasing the phone UNLOCKED
and then something about triband
and then something about GSM and the different frequences btwn the 2 countries
so can someone tell me the right answer please?
 
Note : Unlocked Phones are very expensive to buy . Better, you can buy a carrier locked Sony Ericsson and unlock it by using unlock code . You can get it from any of the online vendors like ClassicUnlocking.com to unlock it at low cost . Its cost is low when compared to unlocked phone .
