how do you enable internet explorer add-ons?

i downloaded the internet explorer 7 and it keeps telling me at the top of the screen under the address bar ... internet explorer is currently running with add-ons disabled.... so i cant view my web pages properly.. how do i enable them?
i looked in the tools and there is nothing in there about add-ons...now what?

Open internet Explorer

At the top...go to Tools, then you should see something that says manage add ons.

See if you can enable them there.
