How do you erase a DVD-RW?

I'm trying to erase a Tevion DVD-RW but I can't get my burner to recognise it as an empty disc. I've tried to erase it with Linux and Windows Vista. I managed to format it with Linux but I'm still having the same problem. CD RW discs always erase successfully so is there a different procedure to follow for DVDs?
