How do you remove seatbelts from a 1998 Saturn SL2?

I am trying to reupholster my headliner in my 1998 Saturn SL2. In order to do this, I must remove the trim panels that the seat belts run through, correct? If so, is there a secret to getting the bolts off that hold the seat belts to the frame? I took off the trim that covers the bolt, but no matter what I do, I can not seem to get the bolts to unscrew (I burned out my drill). Am I just trying to hard?
