How does waivers work in the NHL?

When a player is placed on waivers to be sent down to the AHL, any team in the league can claim him. For example Sean Avery was sent down today by Dallas, so that means that any team can claim him, correct? Well how does the NHL decide which team gets to keep Avery. Lets say the Rangers, Avs and Penguins all wanted to claim him off waivers. Which team would get Avery and why?
