I have a '99 chevy blazer and i would like to get a winch for it but i don't know how many pounds of dead weight pulling power i will need. I mainly need it for sand and occasional small amounts of mud.

well i think winches are rated with the amount of weight it can safely pull, not PSI, but you have to consider anytime the truck is stuck in the mud or sand its putting more weight on the winch than what the truck weighs if that makes any sense, but you shouldn't need a big heavy duty winch since its not full size, i'd say maybe a 5,000-6,000 pound winch should do the job

Look up the specifications and ratings at your local auto parts store where they are sold. I have a Warn 8000# winch on my car hauler and it works great. Don't buy less than you need. If you do you will regret it. Make sure to get a good brand as well.
