It just honestly means used (refreshed as in cleaned up a bit).

It's $149.99 according to the site.

Honestly, I wouldn't buy it; Used iPhones are known to be buggy, and AT&T also charges a lot on their plans. Plus, you'll fill that phone up faster than you think with application and media.

I'd get a HTC Touch HD: Much better!
