How old do you have to be to get a breast REDUCTION?

I'm only 14 and I have 42 D size breasts. & I'm only 5'2 so it makes me look a lot heavier then I really am! I feel really insecure about them to and I can't even find a bathing suit top that will fit :(

I am 14yrs old and i have a size 30D i am 5'5 and i weigh 130lbs should i get a breast reduction. My brest have always been big and i am really insecure about them. I didn't think that other people would point it out to me in front of a guy and they did and i went home and i cried for an hour what should i do?

im 17 with 32 DDD and only 5'2 back problems really bad but is breast reduction necessary to ease pain or is there another way?
