How to set password on blackberry bold 9900?

Ok,so i've found the whole set up > password and i've set my password,enabled it etc
but then when i lock my phone from the top and then unlock it again the option to put a password to unlock the screen doesnt come up?
it just unlocks as if there was no password.
now what?
 
Well I've got a Tour and you set the password lock to go off in a certain amount of time (10 mins, 1 min, etc) not when you push the lock button.
