How to teach a dog to ring a bell to go outside?

ok so my dog has been having a lot of accidents in the house, most of this is because he usually tries to get our attention but no one notices, or he scratches at the door to get out but no one can see him since were all upstairs, so i was wondering is there a way i can train him to push a little bell with his nose that's hanging down from the door handle so it can alert us he wants to go out? we take him every 3 hours or so but some times he comes back in before he's finished and ends up crapping in the house anyway. So i was wondering if there's any way or idea to train him to do this?

(we can't install a doggie door because there's a giant german shepherd next door that can jump our wall and the owner says he's dangerous.)
