How to Unlock Internet Capabilities of an Unlocked Cingular Phone?

My cousin bought me a cingular samsung i607 from the US. I had it unlocked for GSM use here in the Philippines. The only problem I have is that I couldn't set the internet for my network here in the Philippines. The network company(SMART COM.) tried to set the internet by themselves but they couldn't make it work too.. Can please somebody help me? Accessing the internet is the only problem that I have with my blackjack. Thanks in advance.
