How was Tom Felton so young when he starred as Drako Malfoy in the Harry

Potter movies? I know that Tom Felton played Drako Malfoy in the Harry Potter movie series, but how did they play him in the movies so young? I mean in the new movie Harry Potter and the Deathly Hallows Part 1 he looked so young, like 14 or 15, while in real life he is like 23 years old... please give me some real answers and thanks to everyone that does answer!!!
