Hunchback of Notre Dame (Victor Hugo) Metaphors during the trial?

During the trial of Esmeralda, Gringoire asks a man who the judges are. He asks,

"And what about those sheep behind him [Magistrate]?"

"And who's the boar in front of them?"

"And the crocodile to his right?"

"And the big black cat to his left?"

Do these metaphors mean anything? Does each animal portray a certain characteristic of each judge?
