I can't inhale with my tobacco pipe?

I just got my first tobacco pipe and I cant inhale any air through it. I took it apart and I can't tell how its supposed to work? Like the bottom part gets air through but the top part just wont let it happen?
 
It's possible it is a defect. Try running a pipe cleaner through it first. If it won't go through then take it back to the store.
