I can't turn on my Nokia Arte!?

When I put in my sim card, it turns on, but then it never gets past the 'WELCOME'. But when I take out the sim and leave just the battery, it does (like the wallpaper and stuff). What the hell's going on??
I used my other sim card, it works now!
