I found an Eastern Box Turtle that buried itself in my garden; what is it trying...

...to do? I was wondering if it was laying eggs or trying to hibernate? Although I don't think it would start hibernation in late April. I saw him walking across my lawn last week and now he has buried himself in the garden.
