I have a sick mosquito fish. The gills look infected, and now it looks paralyzed...

...from the middle to the tale? I put a tiny bit of salt in the water at first, but it didn't help. I then tried tetracycline, but it isn't helping. I had one other fish with this problem and it died. The others are in an outdoor pond and they are fine. What do I do?
