i have cingular, my friend has verizon, when i call it wont let me complete?...

...why is that? when i call the verizon lady picks up and say's the number you ve dialed has calling instructions that prevented you from completing this call? what does that mean?
 
His or her cellphone has been turned off. Or it can be an answer tone. Just to mess with ya. Or he lost it
