i need help hooking up a voice recording device to my computer?

ok well its just a small mic and it plugs into the usb port

and on my last computer it had something pop up with a red button that made it start recording but on my new computer i cant find out how to get that up cause i had it on a short cut

does anyone know how to get into that?
