I need some guidelines?

I am 5'11" and almost 17. I weigh 148 lbs or so. I don't seem to have much fat on me, but I have a weird rib cage so it makes me look chunkier. Like I look fine, but want a good beach body! Should I try to lose a few pounds or just workout some? If so what? I don't have access to a gym.
