I never see my turtle eat and he can't swim. Any suggestions?

We had 4 turtles but they got too big for our tank so we gave away the 3 largest ones. The one that is left never swam or ate before but now I am getting worried that he is starving himself. If we put him in the water he just floats with the slight movement of water but won't move his legs to swim or try and get back on the dock. Apparently, he isn't totally starving because this is going on over 6 months now.
 
I have a turtle myself and when this is normal for it, they don't move much and don't eat around me too much unless i forget to feed it 1 day or so, but the floating is normal. But watch it for a while just to make sure it is eating, set up a camera or something for an hour and walk away just to make sure it eats a little.
If you want to, I buy mine a feeder fish where it chases around and eats after a day or 2. This seems to get it active if you want to see your turtle move.
 
I think you better watch your back because this happend with my friends boa constictor. The thing starved itself for about 8 months and then we he was cleaning out the tank he went to dump something in the trash that was right next to the bucket and the snake was about to bite him. They had to put it down because the vet said the snake was starving itself so it could eat him.
 
Is it a tortice(sp) or a terripian?.if its a tortice, its a land turtle and is not supposed to do alot of swimming......torticeds have a rounder shell and are mostly brown and yellow with a yellow underside, warter turtles (terripins) are more green an are flatter.......try putting small cherry tomatos where ur turtle can find them.or grapes, if they dissaper.then hes eatingalso turtles hibernate to a certian degree.maybe thats it.....lol.sorry about the spelling, is it tortice or torttice or how the heck do you spell it?
