I recently bought a rogz collar for my cat, is it breakaway?

I recently bought a pink collar from my cat from a local petshop (the brand is rogz). It is very pretty, but I am not sure if it is a breakaway collar. My cat is an outdoor cat, so it need's to be. It has an elestic that streches if pulled on (its kind of in the collar). Does that mean it is a breakaway collar?

P.S. The elastic is on the collar, so I suppose if you pulled on that section of the collar the collar would get a little bigger.
