I want to block autorestart apps that i kills everytime on LG Gt540 android 1.6v?

Is there any application that can block those application that i dont want to use or run on my LG GT540 optimus android 1.6v. Do anybody know about it ,,,,,,
Other useful applications suggession are also welcome from android market or other site and please tell me the site that can give me full version application free of cost.........
