...semi-automatic rifle? I thought that it was legal for out of state hunters to buy permits and hunt small and big game animals in NYS with a semi-automatic rifle (as long as the magazine only holds a max of 5 rounds). However, my friend thinks that I can only hunt deer and only with a bow or shotgun as an out of state resident.

Your friend is wrong however. Depending in what season your hunting in and what that state's regulations are. So basically you could use your rifle. Reason why they said shotgun was shotgun slugs and other shots only go so far, unlike rifle rounds which can go several hundred yards and still be very lethal.

Look up NY's DNR regulations on hunting and that should help out.
