If I buy a unlocked smartphone and it has built in wi fi, can I acsess the

Internet and other things? or do I have to have a data plan. I don;t like that many pdas w/o a phone. I decided I could buy a unlocked smartphone and not use the phone, just the ohter features. Could I?
 
You can access the WiFi, without a problem, but for EDGE or GSM, you need to enter the right carrier.
