If there is no region code stated on the back of a Blu Ray DVD, is it region-free?

Hi there.

Recently I was browsing through a HMV's Blu Ray section and noticed that a lot of the Blu Ray DVDs did not have a region code letter on the back, for example "A" or "B", which would identify it as coded for a specific region. My question is this: if there is no clear letter visible declaring which region the Blu Ray DVD is for, does that mean it is not encoded and will play on any Blu Ray player?

Acorrding to some statistics I read, apparently very few Blu Ray releases now are region-encoded, now that the Blu Ray / HD DVD "war" is over. Is this true? Please help me out - I have a Japanese PS3 that players Region "A" Blu Ray discs, but I bought Sweeney Todd on Blu Ray from a British shop yesterday, which has no region code on the back, and it works perfectly. Unless I'm mistaken this disc should be region "B", as all European Blu Ray discs are, yet it plays on my region "A" player just fine - so back to the question, if there is no stated region code, is it region-free?
