im lookin for a image editor(any) that can produce these ditinct 2 effects

i know that photoshop isnt teh image editor im lookin for & the effect(s) is not neon glow, its sumthin else. i rememebr downloading a free to try image editor that had these 2 effects, but i cant remember the name of it. btw, the effects on those pics arent numerous effects together,their just 1. so can any1 tell me a app that has those 2 effects???plz?
