stop themselves from re-offending? ...how effective has that self-mutilation been? Take for example the case of Albert Fish. After he was caught and charged with the rapes, murders, and cannibalisms of at least two children, he was found to have needles inserted all the way into his genitals (as well as other parts of his body). It did not keep him from doing heinous things to others. What are your thoughts on this?
