Interesting way for two characters to become rivals?

I am making a fighting anime that is similiar to bleach/naruto/shaman kings etc. What can be a driving factor for these two characters to hate eachother and constantly fight eachother?


My main characters goal is to "change the world". He does so by bringing down the strongest who work for the government.

My rival character goal is to destroy the government. He does so by killing the strongest characters who work for the government military.

What is an interesting way for them to meet up and become rivals in the first place?
I also forgot to mention that the government is very corrupt.

Did you watch "The Lord of the Rings"? If Yes do you remember the characters of Gimli the Dwarf and Legolas the Elf?

If not, let me be descriptive - Let the two heroes (I'd call them heroes 1 and 2 for simplicity) be from two different clans or dynasties or race who hate each other for an old spout for a trivial matter that grew big. No body remembers what it was that began the quarrel, but lots of lives are lost from each clan on its account.

Anyway the two meet while trying to kill a general of govt. (or any high official), and due to their own old clan quarrel, they end up fighting each other and the general escapes which further angers both, who put the blame on each other. Now the story can run a long while, they would mostly target the same persons and end up fighting each other, until they team up reluctantly. Even as a team they compete like Gimli and Legolas, about whose skills are better, who had more no. of kills. They would fight with each other still and save each others lives as well.

Alternative plot: Both are part of the same team who wants to destroy the govt. But these two heroes have some differences on whose sword playing style or fighting style is better, and decides to solve it over a duel (A duel to death). The duel continues for hours as a draw. They fight everyday side by side against the Govt. and in free time duel with each other. This is based on a true story of 18th century.
