Internet download manager 5.15?

They say IDM has the so called "resume capability",is it true? Well I cant find it,How can I turn "resume capability" option on,everytime I have to start my downloads from zero after my internet or power go down,it drives me crazy,can you help me pls? Or if you know anything better than IDM then let me know.

IDM has the feature of resuming downloads but it has to be supported from the server if not, the file will be downloaded from the first again after you resume the download.
