Internet explorer won't open. Diagnostic says it's because of the firewall.?

My Internet explorer won't open. Each time it tries, it comes to a "cannot display the webpage". Diagnostic indicates that one reason is that the firewall is blocking it. I have tried to turn off any firewall that I can find but it doesn't help. Any ideas or suggestions??
