Internet Provider trace?

Is there anyway to be more specific about where this guy/girl came from they got into my girlfriends mail account, Not very clever as they changed her pass for ebay but kept the email which says what ISP and IP did it.

IP address: 12.192.82.108
ISP host: 10.11.64.254
 
HI using the ip address you can only trace the location of that person ..You can find this details just by doing ip search for that ip address using sites like Ip-Details.com here they will display details like ip location ,country ,ISP address and so on but you can't trace the exact home address from the ip address...
