internet wont open on labtop?

ok heres the thing i have a dell inspiration 1200 labtop or whatever and for some reason it will not ope the internet exporer its like when i click it it will have the lil clock for a second then make a quick flash then not open i think it opens it really fast and then closes in a flash. the only way i can go on the internet is the search and its sucks i dont have tabs i cant open anything that has to open in a new window and it wont open scroll bars. so is there any way i can get it back to open on the internet exporer??
