Typically you briefly outline the topic/issue in the introduction, provide detail in the body, and summarise in the conclusion.
The recommendations section is where you add value by presenting the reader with options on how you could resolve the issue, or improve on the situation which you just described.
It will depend pretty much on your assignment, but loosely speaking you will get the bulk of the marks for the body, and next most for the quality/number of recommendations provided.
