Introduction paragraph??????

I'm writing on a controversial issue and I have to either be opposed or for the issue, and I wanted to know that in my introduction to the issue should I be speaking in a neutral standpoint, until I get to my thesis, or is it okay for me to state why I'm for it, and also put opposing viewpoints but with the opposing is it okay for me to say why I feel the opposed statement can basically be turned into a for statement if that makes any since or should I be compelety netural until my first body paragraph?
