You were watching the wrong dub. The official Viz dub hasn't even been released yet, so you couldn't have been watching that. I'm assuming you were actually watching Animax's dub without knowing it. It was done for the TV broadcast of the series in some parts of Asia. This version of the dub does use all different voice actors, because it was not dubbed by Viz and is not the official English dub of the series.
When Viz's dub is released (no release date has been set yet), most of the main cast will be the same as it was in the first Inuyasha series. This has been confirmed by Viz and several of the voice actors themselves. Unfortunately, it was confirmed that the voice actors for Kagome and Sesshoumaru had to be replaced. The rest of the main English cast did return, though. So if you want to watch the series with the English voices you're used to, you'll have to wait a while. Viz will absolutely release their official dub eventually, likely soon, but they haven't said exactly when yet.
