iPad not downloading apps?

I have the iPad 2 any just recently (after I have updated to IOS 6.1) whenever I go to download an app, it appears on the home screen and says "waiting" and stays like that. It doesn't download. Any suggestions? I have already tried rebooting the iPad and nothing happens after that. HELP!!!
 
I'm not sure if this will work but try it anyway plug into a computer that has iTunes or download from file hippo or apple website. go on to iTunes then the App Store download the apps then sync ur iPad to the comp install apps on to ur iPad hey presto and u might want to update ur system to iOS 6.1.3 unless u want to jailbreak ur iPad. Just in case you don't know how to update the system go in to settings general system update then wait it should then come up with iOS 6.1.3 update an ur ready to go)
