iPad won't download apps over 20Mb?

So my iPad is plugged into my computer, iTunes is running, and the internet is working fine. Yet, I am not able to download an app I just spent $5 for because it's over 20MB? Surely this isn't supposed to happen. What do I do? Anything helps, please and thank you! Working answer will get points!
 
Go to Settings and then tap on wifi. make sure that you are connected to a wifi network on your ipad. If you are not connect to a wireless network then 20 mb is the max limit available to you. This is assuming that you are trying to download the app directly to your ipad.

Also, remember that once you have purchased the app you will not be charged again from that account. So don't worry about re downloading the app.
