iPhone 3G firmware 3.1.3 abilities?

iPhones latest os 4 is an excellent firmware no doubt, but it seems to run a little bit slow compared to the previous firmware 3.1.3

I've heard that on some versions of 3.1.3, you can set a home and lock wallpaper






Is this true??
