Irritated skin by my eye?

The other day I was out at the park. I got a sunburn, but it was also really windy and my eye was watering the whole time so I kept wiping it. Now there's a patch below the outer corner of my eye that's red, flaky, and burns. I'm not sure if it's from the sunburn or the wind. What should I be putting on it?
