Is EE/T-Mobile/Orange blocking push notifications?

Few weeks ago I have noticed that im not receiving ANY push notifications while on mobile network. Push notification fixer is not helping either. I also know that while on WiFi everything is fine.

Android / Tmobile/EE PAYG
