It's not like I'm some girl he barely knows. We've been "talking" (like, we both like each other) for a while now (we started in early November of last year, went on for about 2 months, and kinda took a break for a few weeks, and started liking each other again in like February.), and we've hung out a couple of times. We've even gone a little farther than making out. We text all day and talk on the phone almost every night. He's even met my parents!

I'm so ready to be in a relationship with him, and I don't see why we're not dating already. It kinda seems like he doesn't take us as seriously as I do.

Should I just let it be and give him time, or talk to him about it?
 
Talk to him about it. As a guy, I really like when a girl makes the first move, though it doesn't always happen. Anyway, if you talk about it and you notice he's not really into it, then he's not wanting a relationship and you shouldn't waste your time with him because all he probably wants is to have sex with you.
