My friend is able to send me emails with their Blackberry that state that he can not call me becuase there is no reception. Is this possible???

Yes. In some circumstances where coverage is very poor or minimal there can be just enough signal strength to get a data connection, but not enough to maintain a voice session. Email (or data) doesn't need a persistent connection in order to be sent because it is not time sensitive and can tolerate long time lapses (technical term for this time lag is called latency). Voice services cannot tolerate any time lapses and therefore is very latency sensitive.
