Is it true that outside of Christ, God hates everyone because of their sin

and His wrath abides on their head? Is that a correct assessment of the relationship between God and man outside of the grace of Christ?

John 3:36
He that believeth on the Son hath everlasting life: and he that believeth not the Son shall not see life; but the wrath of God abideth on him.
 
This may sound crazy, but even God's wrath is presented out of love.
Ponder that.

Its a bit like a parent punishing their child. They do it out of love, because they want their child to learn the right way to live.
God loves everyone with an undying love.

God shows common grace, in that "He causes His rain to fall on the evil and the good," but yes, those who are not forgiven through faith in His Son remain offensive to Him because of their list of sins against Him. Therefore, God has wrath stored up for those who do not believe in Christ.
