to some ppl she probably is, but its mostly bcuz shes a relatively new celebrity. it'd be hard to define a best-looking celebrity, but when a new one comes out thats exotic and sexy ppl get excited about her. the popularity/status fades overtime though when a new one comes in.
 
of course not it it the pop princess Rihanna for hottest female celebrity.
